使節団 声明
The Native-Language 連合 (NLC) is composed of those 事業／計画（する）s working on all 面s 関係のある to the localization and support of OpenOffice.org, 含むing localization, QA, support, documentation, and marketing. 最初 conceptualized and led by Guy Capra, its 現在の 委任統治（領） is to 供給する a community wherein those 伴う／関わるd in その上のing OpenOffice.org in all the world's languages can 株 資源s and （警察などへの）密告，告訴（状）. The NLC 事業／計画（する）s complement the l10n 事業／計画（する）; all actual localization 開発 takes place within the l10n 事業／計画（する）. The l10n 事業／計画（する） is a coding 事業／計画（する） and discussions on the 最初の／主要な 名簿（に載せる）／表（にあげる）, L10N@openoffice.apache.org, are in English, as they are for all 開発 事業／計画（する）s. The NLC 事業／計画（する）s 供給する a "home" for developers and other contributors. 円熟した NLC 事業／計画（する）s (Level II) work closely not only with the l10n 事業／計画（する） but also with Marketing and QA, 同様に as other 開発 事業／計画（する）s.
Joining the NLC
Every new localization 率先 is 招待するd to form a 明確な／細部 localization 事業／計画（する） and join the NLC. There are two levels of NLC 事業／計画（する）s, I, and II. All NLC 事業／計画（する）s working on localizations (some may only be 供給するing support), 関わりなく their level, are 名簿（に載せる）／表（にあげる）d both on the l10n 事業／計画（する） languages page and on the NLC 事業／計画（する）s page. The 事業／計画（する）'s level is 示すd on this page.
- Level I: Localization only. 責任がある 問題／発行するing and QA'ing, if possible, localized builds.
- Level II: Support, documentation, marketing, localization. 責任がある localized builds, QA, 同様に as 関係のある （警察などへの）密告，告訴（状） and marketing.

- 事業／計画（する） 創造. We have to create the 事業／計画（する） for you. There are some considerations, such as the 指名する.
- 事業／計画（する）s should be 指名するd by the two letters composing the ISO code for the language (not country). If there is no ISO code 利用できる, then a combination of two other letters should be made, 供給するd that no 衝突 with an 存在するing 事業／計画（する） 指名する nor any other ISO code for language should 存在する.
- In some 事例／患者s the ISO code for a language is not known or familiar to the people speaking the language, to the point where such a code would 妨げる the ability of the new 事業／計画（する） to attract volunteers (i.e., 欠如（する） of 身元確認，身分証明, knowledge and advertising of the 事業／計画（する）). 供給するd that no 衝突 with an 存在するing 事業／計画（する） 指名する nor any ISO code for language should 存在する, the new 事業／計画（する） can choose its own code. However this 事業／計画（する） cannot choose its code on a geographical basis only; that is the 事業／計画（する） cannot 指名する itself only によれば the country 基準. - Content. The 議定書s give 指導基準s on content for all 事業／計画（する）s. But for Level II 事業／計画（する）s, and for those 事業／計画（する）s 焦点（を合わせる）d on support and documentation only, there are templates you are encouraged to use (and 高める). These are 位置を示すd in the とじ込み／提出するs and 文書s section of the NLC homepage.

Moving from Level I to Level II
Moving from Level I to II is a 重要な 請け負うing but it is 価値（がある） it. 責任／義務s of Level II 事業／計画（する）s
Level II 事業／計画（する）s are 中心s of community and activity. They 申し込む／申し出 support to 使用者s of OpenOffice.org, 調整する 開発, marketing, and help in the QA (実験（する）ing and 質 保証／確信) of the とじ込み／提出する. In this way, they 確実にする their community that the 製品 fully 会合，会うs their needs. The 過程 for QA'ing OpenOffice.org is explained in the QA 事業／計画（する） localization pages.
Marketing OpenOffice.org is a コンビナート／複合体 事件／事情／状勢. Much of it is done 地元で. - Level I 事業／計画（する） engaged in localization only are obligated to use the l10n 開発 名簿（に載せる）／表（にあげる）, L10N@openoffice.apache.org. They are also 勧めるd to use the l10n 問題／発行する Tracker. As needed, more 構成要素s are made 利用できる. The point is to 位置を示す, as much as possible, all OpenOffice.org 構成要素 on the OpenOffice.org website.
- On occasion, we understand that it is impossible for a NLC 事業／計画（する） to use the 供給するd mail 名簿（に載せる）／表（にあげる）s and other 道具s. In these 事例／患者s, we ask that the 事業／計画（する） 供給する 月毎の (once a month) updates of activity and 業績／成就s, 同様に as links to the active 事業／計画（する） on the OpenOffice.org website.

- All Level II NLC 事業／計画（する）s should, at least once a month, 地位，任命する a 簡潔な／要約する status 報告（する）／憶測 on 現在進行中の activities to dev@native-lang.openoffice.org.

いつかs 利益／興味 dies in a 事業／計画（する）. If a NLC 事業／計画（する） has been inactive—no localization, no 重要な mail 名簿（に載せる）／表（にあげる） activity, no 明白な work—for six (6) months, the NLC lead, Louis Suarez-Potts, will begin the 過程 of の近くにing the 事業／計画（する）. We begin this 過程 only after having 努力するd to 接触する the lead(s) and try さもなければ to 生き返らせる the 事業／計画（する）. If nothing 作品, 予定 警告s will be 問題／発行するd, and the 事業／計画（する） will be の近くにd; but we will make every 成果／努力 to 保存する 価値のある 構成要素.
Problems? 論争s?
For any sort of problem 遭遇（する）d in setting up or managing the 事業／計画（する）, please 接触する the leads of NLC and the discussion 名簿（に載せる）／表（にあげる）, dev@native-lang.openoffice.org.
論争s いつかs arise. The OpenOffice.org 指導基準s 示唆する how 論争s 関係のある to 管理／経営 and leadership are to be 解決するd. 論争s should be settled first within the particular 事業／計画（する）.
Most changes in leadership are peaceable. In 事例／患者s of 論争s, the 事業／計画（する） members should 始める，決める up a 投票（する） (the +1 /-1 過程 is recommended but not 要求するd). If a qualified 大多数 of the 登録（する）d members of the native-lang 事業／計画（する） agree on their lead's 解雇／（訴訟の）却下, the 事業／計画（する）'s lead will have lost his or her position.
