This 文書 explains how to go about 提案するing and setting up a 事業／計画（する）.

There are three 部類s of public 事業／計画（する）s in OpenOffice.org: 受託するd, Incubator, Native Language 連合, also called "Native-Lang". "受託するd" here means that the 事業／計画（する）'s code has been agreed upon by the community leaders to 構成する the OpenOffice.org ソフトウェア 製品 or that the 事業／計画（する） 長所s a 重要な 発言する／表明する in the running of OpenOffice.org.
The Native Language 連合 (NLC) is 献身的な to 供給するing （警察などへの）密告，告訴（状） and support for OpenOffice.org community members in their native language. NLC does not 取って代わる the l10n (localization) or i18n (internationalization) 成果／努力s, which are 共同で 位置を示すd within the l10n 事業／計画（する） website.
The Incubator 部類 含むs 事業／計画（する）s that are not yet fully 円熟した (and may not wish to be). The Incubator 部類 is 治める／統治するd by いっそう少なく strict 支配するs. In a sense, it is a 実験（する）ing ground for ideas, an incubator, where the community can sponsor 事業／計画（する）s that may later make it into the "受託するd" 部類.
As a result of this 分割 of 事業／計画（する） types, it is 推定する／予想するd that most but not all 登録（する）d 使用者s will want to 提案する 事業／計画（する）s in the Incubator and Native-Lang 部類s, with the idea 存在 that these spaces 供給する the room 要求するd for 実験（する）ing out 事業／計画（する）s and ideas. That said, 利益／興味d 登録（する）d 使用者s should look over all these 議定書s, and not just those 付随するing to the 部類 in which they are 利益／興味d.
提案するing a 事業／計画（する）: General （警察などへの）密告，告訴（状）
As について言及するd above, only 登録（する）d members may 提案する new 事業／計画（する）s. Besides that simple 必要物／必要条件, the member 提案するing the 事業／計画（する） must be known to the community as a reliable and 信用d contributor to OpenOffice.org. She need not already be a developer or contributor, but she must be 定評のある by the community as 所有するing the necessary knowledge, 技術, and 成熟 to see the 事業／計画（する） through. Essentially, we would like to 避ける the 創造 of a graveyard of ill-managed 事業／計画（する）s and 孤立するd developers.
From 提案 to 決意／決議, the 過程 of 提案するing a 事業／計画（する） in the Incubator should take いっそう少なく than two weeks.
Procedural Steps
- 草案 a short 提案 (not more than 1/2 a page);
- 服従させる／提出する it to the Incubator lead, Louis Suarez-Potts for review;
- If it passes review, advertise that 提案 on the 関連した 名簿（に載せる）／表（にあげる）s and on 使用者s@openoffice.apache.org; and
- After a few days (use your judgment), ask for a 投票（する） on the 長所s of the 事業／計画（する）. Give 名簿（に載せる）／表（にあげる） members a several days to 投票（する） (again, use your judgment). The 投票（する） is an informal 投票 of support, a way of 利益／興味ing the community; it is not meant to be a rigorous count. For this 推論する／理由, a 消極的な 投票（する） 長所s の近くに attention and you should 調査／捜査する the 推論する／理由ing behind the 投票（する）.
- If you are successful in 獲得するing support and people 認可する, go on to create the 事業／計画（する）.
The point of the community review 過程 is to attract 利益／興味. If no one 表明するs 利益／興味 or if people find problems with your 提案, you are 解放する／自由な and encouraged to 修正する the 提案 and try again.
If your 提案 is 受託するd, then you need to 接触する the Incubator lead (in this 事例／患者, Louis Suárez-Potts); he is the one who 現実に creates the 事業／計画（する）;
昇進／宣伝 to 受託するd 事業／計画（する）s 部類
Six months after initiation, an Incubator 部類 事業／計画（する） lead may 嘆願（書） the Community 会議 to have his or her 事業／計画（する） 促進するd to "受託するd" status and be 含むd in the "Public 事業／計画（する）s" 部類. To start this 過程, send an e-mail to the Incubator Leads.
If the 事業／計画（する） is 認可するd as an 受託するd 事業／計画（する）, it will be moved to that 部類. If not, it will remain in Incubator; this 過程 can be repeated. To learn more about the political structure of OpenOffice.org, see the Community 会議 借り切る／憲章.
Native Language 連合 (NLC) 事業／計画（する）s
From 提案 to 決意／決議, the 過程 of 提案するing a NLC 事業／計画（する） may take a week or so.
Procedural Steps
- Subscribe to the NLC mail 名簿（に載せる）／表（にあげる）, dev@native-lang.openoffice.org. To subscribe, send a blank e-mail to dev-subscribe@native-lang.openoffice.org. 古記録s are 利用できる from the NLC homepage, http://native-lang.openoffice.org/.
- 草案 a short 提案 (not more than 1/2 a page) introducing you and your group and explaining the 事業／計画（する） in English. If you are working with l10n, or 計画（する） on doing so, について言及する this. 地位，任命する this 公式文書，認める to our dev@native-lang.openoffice.org mail 名簿（に載せる）／表（にあげる）.
- We have to create the 事業／計画（する） for you.
決意／決議
- NLC 事業／計画（する）s should be 受託するd at all times and without any particular 条件, 供給するd that:
- The 事業／計画（する） doesn't 演説（する）／住所 a language already 代表するd by a 事前の NLC 事業／計画（する）; and
- They agree to がまんする by the OpenOffice.org 指導基準s and 政策s.
After about a week, the 事業／計画（する） should be 始めるd, 供給するd it 会合，会うs with the 義務s 名簿（に載せる）／表（にあげる）d above. If nothing is happening, please remind us.
Setting Up the 事業／計画（する）
These are the 極小の 指導基準s that all new 事業／計画（する） leads should read over. They probably do not answer all your questions. For more （警察などへの）密告，告訴（状）, ask on the 関連した 名簿（に載せる）／表（にあげる）s and do not hesitate to ask the Community 経営者／支配人, Louis Suarez-Potts. A FAQ will 発展させる.
- First, 保護（する）／緊急輸入制限 your 知識人 所有物／資産／財産. We 勧める all creators of Web content to use one of our licenses.
- For code, we ask that you fill out, 調印する, and 服従させる／提出する the Sun Microsystems Inc. Contributor 協定 (SCA) (SCA) form. It 認めるs 権利s 共同で to Sun Microsystems and you.
- If you are only doing documentation and other 非，不，無-code content, you can use the Public Documentation License (PDL), but it has to be 大（公）使館員d to each 文書 or 言及／関連d by linking (which is easier). You may also use the SCA, as for code. This 割り当てるs copyright 共同で to Sun and you and 構成要素 covered under it 含むs all 作品 done by you 与える／捧げるd to the OpenOffice.org 事業／計画（する） except those 作品 特に covered by other licenses, such as the PDL.
- For 構成要素 that is 非，不，無-editable (PDFs, for instance), you can 寄付する the work to the 事業／計画（する） (e.g., 経由で the SCA) or make it public domain. You may also use the Creative ありふれたs Attribution License ("Attribution NoDerivs 2.5"). Work submitted under this license is not editable. We want, however, editable work first and 真っ先の.
