Description: receives notification of the beginning of an element .
Parameter Element: 含む／封じ込めるs the integer 記念品 from the XFastTokenHandler 登録（する）d at the XFastParser.
If the element has a namespace that was 登録（する）d with the XFastParser, Element 含む／封じ込めるs the integer 記念品 of the elements 地元の指名する from the XFastTokenHandler and the integer 記念品 of the namespace 連合させるd with an arithmetic or 操作／手術.
Parameter Attribs: 含む／封じ込めるs a ::XFastAttrbitueList to 接近 the せいにするs from the element.

startUnknownElement
