Some 資源s must not be leafs, i.e. have to be 錨，総合司会者 to at least
one other 資源. Most panes are examples for this. 見解（をとる）s on the
other 手渡す are in most 事例／患者s no 錨，総合司会者s. So the typical pane will
return true and the typical 見解（をとる） will return 誤った.
The return value is used to 決定する whether a 資源 has to be
deactivated when it has no children, either because 非，不，無 is
requested or because 非，不，無 can be created.
