Description: creates a chart and 追加するs it to the collection.
Parameter aName: is the 指名する of the chart. This 指名する is used to 言及／関連 the chart in the collection.
Parameter aRect: 含む／封じ込めるs the rectangular 場所 of the chart within the （米）棚上げする／（英）提議する (in 1/100th mm).
