You should base this 決定／判定勝ち（する） on the 明言する／公表する of the page only, not on a 全世界の明言する／公表する of the wizard. Usually, you return 誤った here if and only if not all necessary input on the page has been 供給するd by the 使用者, or the 供給するd input is not valid.

If checked for 有効性，効力 is expensive, or if you prefer giving your 使用者 more 詳細（に述べる）d feedback on 有効性，効力 than a 無能にするd Next button in the wizard, then move your checks to the commitPage method.
