creates a スピードを出す／記録につける handler whose 生産（高） is directed to a とじ込み／提出する given by URL.
Parameter FileURL
the URL of the とじ込み／提出する to be created. This URL is 解決するd using the
::com::sun::星／主役にする::util::PathSubstitution service. That
is, it is 許すd to 含む placeholders such as $(userurl).
Additionally, a setting 指名する FileURL is 認めるd. It must be of type
string, and denotes the とじ込み／提出する URL to which the handler's 生産（高） should be directed.
At least the URL argument must be 現在の in the settings.
Throws
::com::sun::星／主役にする::lang::IllegalArgumentException
if Settings 含む／封じ込めるs settings whose value is of the wrong type.
