This is necessary mostly because the DOM 実施 does
not 許す 大（公）使館員ing namespaces 宣言s 直接／まっすぐに to nodes,
which may lead to duplicate namespace 宣言s on 輸出（する）,
and thus larger 文書s.
公式文書，認める that the first part of each tuple is the prefix,
e.g. "office", and the second is the 十分な namespace URI.

com::sun::星／主役にする::xml::sax::SAXException
if serializing the XML 文書 fails
