The method will create a DocumentEvent instance with the given parameters,
and fill in the Source member (denoting the 放送者) as appropriate.
Whether the actual notification happens synchronously or asynchronously is up to the
implementator of this method. However, 実施s are encouraged to 明示する this, for the
名簿（に載せる）／表（にあげる） of supported event types, in their service 契約.
実施s might also decide to 限界 the 名簿（に載せる）／表（にあげる） of 許すd events (means event 指名するs) at
