Within a descriptor, the 指名する and the 重要なs are 事例／患者 insensitive, and within
the parameter 名簿（に載せる）／表（にあげる） all 重要なs must be 際立った.
Parameter values are encoded using UTF-8. 公式文書，認める that parsing of parameter
values as done by UnoUrl and UnoUrlDescriptor is not strict: 無効の UTF-16
（独立の）存在s in the input, 同様に as broken escape sequences ("%" not followed
by two hex digits) are copied verbatim to the 生産（高）, 無効の bytes in the
