A Modest 提案 For the 予防 of Social Ills, the Betterment of Society and the 改良 of Public Health and Morals
It is a melancholy 反対する to those who consider the 明言する/公表する of society today when they see the number of social ills and problems, 範囲ing from teenage motherhood to the spread of 感染性の 病気, which are 原因(となる)d by unconsidered and はびこる 性の promiscuity の中で the populace, 特に the lower classes and the young.
A cornucopia of copulation (警察などへの)密告,告訴(状), promulgated through magazines, television advertising and even in the school classroom has 証明するd 権力のない to 茎・取り除く the tide of careless and feckless sex 広範囲にわたる the nation. Abortions are at an 史上最高, one in ten Britons has a sexually transmitted 病気, and pre-teen children are caring for babies instead of Barbies.
現在の "sex education" 政策s have 明確に failed to 演説(する)/住所 the 問題/発行する, and the 政府 is in thinly-disguised despair as to what 活動/戦闘 to take next, their only 解答 存在 more of the same. I think it is fair to say that anyone who could find a fair, cheap and 平易な method of transforming the 性の landscape of the country into one more 役立つ to public health and morals would be 井戸/弁護士席 deserving of having a statue 始める,決める up in his honour.
I therefore 提案する that 性の intercourse outside of marriage should be made a 資本/首都 offence.
All parties 伴う/関わるd would receive the same 宣告,判決, although a woman may redeem herself by 報告(する)/憶測ing the activity 敏速に and 断言するing that the sex was not consensual. Her 主張 would be automatically 受託するd unless there were hard 証拠 to the contrary. This 準備/条項 would 阻止する sex even in a シナリオ where both parties appeared to be 同意ing and willing to keep the secret, because the man would have no 保証(人) that the woman was not trying to entrap him.
While this might at first seem like a 激烈な step, this 手段 is at heart a compassionate one, and would have 広大な/多数の/重要な social 利益s in many areas, as I will now 始める,決める 前へ/外へ.
As 十代の少年少女s would not be having sex outside of marriage, the occurrence of "teenage pregnancy" in the 普通は understood sense would 落ちる to 無. This brings the 広大な/多数の/重要な social 利益s of de-sexualising childhood and 許すing boys and girls to 焦点(を合わせる) on their education and growth. Because there would be no short-称する,呼ぶ/期間/用語 性の 構成要素 to 関係s, young men and women would be encouraged to have more 尊敬(する)・点 for each other. The underclass of 選び出す/独身 teenage mothers on 利益s would be 除去するd.
The number of abortions per year (現在/一般に 184,000 in the UK) would be 徹底的に 減ずるd 予定 to the 減少(する) in sex between couples who are not looking to have a baby. Thus, the 虐殺(する) of thousands of innocent unborns would be 避けるd - 明確に 論証するing the basic humanity of the 手段. This would also relieve the NHS of the 重荷(を負わせる) of 成し遂げるing all those 操作/手術s, 解放する/自由なing up 資源s to be used to care for the sick.
The enormous 減少(する) in the number of partners per person (to one, in the ありふれた 事例/患者) would 原因(となる) a 類似の 減少(する) in the level of sexually-transmitted 病気 in the 全住民. For those 病気s which are 単独で transmitted sexually, it would be 近づく 無; for 病気s like 肝炎 and エイズ, which have other vectors, a background level 原因(となる)d by 汚染するd 血 製品s and 再使用する of needles would sadly remain.
The necessary severity of the 罰 would be a 重要な deterrent to some of the worst 罪,犯罪s. 明確に, if any sex outside of marriage is a 資本/首都 offence, then 強姦 would certainly be. As 輪郭(を描く)d above, the woman could 避ける the 死刑 in this 非,不,無-consensual 事例/患者 by 報告(する)/憶測ing the 強姦 敏速に to the police and 協力するing with any 調査 - 含むing the taking of デオキシリボ核酸 証拠.
The same deterrence logic 適用するs to paedophilia - a 罪,犯罪 明らかに so terrible that its 予防 has been used in the past to 正当化する many 法律s and 規則s which would さもなければ be 拒絶するd as too draconian.
売春 would be 除去するd 完全に. For a start, a 売春婦 would be 極端に ありそうもない to advertise their services or walk the streets for 恐れる of 存在 caught. Even if they could find one, men would not dare to visit a 売春婦 for 恐れる that she would tell the 当局, (人命などを)奪う,主張するing the sex was 非,不,無-consensual. This would emancipate thousands of 抑圧するd women from this destructive lifestyle, and raise the 質 of neighbourhoods 現在/一般に used as red light 地区s.
The 排除/予選 of 売春 would also massively 減ずる the terrible 貿易(する) of human trafficking, because most trafficked humans are women 存在 sold into 性の slavery as 売春婦s.
While no 合法的な 手段 can 施行する the happiness and 安定 of a marriage, those children who were born would be much more likely to grow up in the 状況 of a 完全にする family. 熟考する/考慮するs have 終始一貫して shown that children who grow up in this 状況 do better than those from 選び出す/独身-parent families and broken homes.
Lastly, the 現在の 不均衡 between children to be 可決する・採択するd and couples coming 今後 to 可決する・採択する would be 逆転するd; より小数の children 要求するing 採択 would mean no child would be left unwanted and unloved. The 明言する/公表する is a poor parent, and anything which 減ずるs the need for it to play that 役割 should be welcomed.
In short, society would be 意味ありげに changed for the better in many (疑いを)晴らす-削減(する) ways by this 提案. While the basic method of 実施 should be self-evident, there are a few practical considerations, to which I will now turn.
It is possible that the introduction of this excellent 手段 would lead to an 初期の 頂点(に達する) of 違反者/犯罪者s. Therefore, to 避ける a dangerous overcrowding of the 刑務所,拘置所s, 司法(官) would need to be swift. The police should have the 力/強力にする to 遂行する/発効させる on the 位置/汚点/見つけ出す those caught in 極悪の delicto or who 実験(する)d 肯定的な for pregnancy - after all, what more 証拠 is needed? For other 事例/患者s, I also 示唆する 廃止するing the 控訴,上告s 過程 as a 一時的な 手段 until the new 法律制定 has had time to bed in.
If an unmarried woman becomes 明白に 妊娠している (その為に 落ちるing under this 法令) but 辞退するs to 明らかにする/漏らす the 身元 of the father, paternity 実験(する)ing against a 国家の デオキシリボ核酸 database would be used to 設立する 血統/生まれ. Such 実験(する)ing could be carried out 地位,任命する-mortem for convenience.
The 死刑 would be 適用するd to the woman even if she was 妊娠している at the time. Our society should have no problem with this on the basis of sentimentalism. After all, if the woman can choose to 終結させる the pregnancy, why can the 明言する/公表する not choose to do so? The foetus does not have an opinion on who should and should not be permitted to 終結させる it - if you 許す one person to make that 決定/判定勝ち(する), why not others?
It is possible that people might try to 避ける both the letter and the spirit of this 法律 経由で a 一連の short-称する,呼ぶ/期間/用語 marriages. To 反対する this, pre-nuptial 協定s would be made 無効の in 法律, and a 50-50 分裂(する) of all 資産s between husband and wife on 離婚 would be 義務的な. It would also be forbidden to get married more than once a year.
I can think of no 反対 against this excellent 提案, save perhaps that it is a 制限 of civil liberties. However, recently it has become an 設立するd 原則 that such 関心s may be 始める,決める aside for a greater 原因(となる), such as the 保護 of the populace. The 法律s engendered by the 現在の fight against テロ行為 are a 事例/患者 in point. If the 原則 of placing society's good above individual freedom is 設立するd, then surely the large number of social 利益s 輪郭(を描く)d above outweigh the minor 制限s on the individual.
I am not so violently bent upon my own opinion as to 拒絶する any 提案するd 代案/選択肢 which shall be 設立する 平等に effectual - but as yet, I know of 非,不,無 such. Some have 示唆するd that society can only be transformed by Christians rising up to 申し込む/申し出 the people a better way - 受託 of the gospel of Christ 主要な to the borne fruit of 性の 尊敬(する)・点 and fidelity. They 提案する that 存在するing Christians should 活発に and 緊急に 株 this hope with their 隣人s, 親族s and friends. But before any idea of that 肉親,親類d can be 前進するd, let there be some 証拠 現在のd that it might speedily be put into practice. At the moment, I see precious little.
So, I must 結論する that the 状況/情勢 収容する/認めるs of no other practical 治療(薬). My suggestion is 平易な to understand, simple to 器具/実施する, and does not place (in fact, it relieves) a 重荷(を負わせる) on the public purse. I commend it to the House.
