This is in the "事例／患者 熟考する／考慮するs" section of my website about Open Office's database ooBase. Most of my 事例／患者 熟考する／考慮するs are more 完全にする... they come with forms, （米）棚上げする／（英）提議するs, 報告（する）／憶測s in 新規加入 to （米）棚上げする／（英）提議するs. But this one has more 可能性s!
You can, by the way, download this database instead of creating it by 手渡す. It is 供給（する）d in .odb form (ooBase, 見解／翻訳／版 3 database) (not compressed), with the 指名する FDB7isltraf, which derives from "FreeDataBase, 7 (事例／患者 熟考する／考慮するs), ISLand TRAFfic".

指名するs: If you take the first two letters of anyone's first 指名する, and the first two letters of their surname, and put those four letters together, no two people will 生成する the same short-form 指名する. Thus we can have a People （米）棚上げする／（英）提議する with a four character PersID field as its 最初の／主要な 重要な, and Jane Doe's PersID can be jado.
Cars: There are under 1000 on the island, so the license plate can 簡単に consist of a short number. (In British English, you could say: "Number plates ARE number plates") Our Cars （米）棚上げする／（英）提議する has a CarID field as 最初の／主要な 重要な, and it just 持つ／拘留するs things like "1" (The 知事 general's car), "123", "88", etc. The bad news is that some people own more than one car. (We will assume that every car has only one owner.) More on this in a moment.
出来事/事件s: We're pretty laid 支援する in 楽園... all we want is a 名簿（に載せる）／表（にあげる） of what 出来事/事件s have taken place, what car(s) were 伴う／関わるd in each, and a 簡潔な／要約する description. Nothing fancy.
The sort of thing that the 長，指導者 of Police's IT person is going to be able to 供給する is, say, a simple form so that when a person is 伴う／関わるd in an 出来事/事件, the 長，指導者 can quickly, easily, get a 名簿（に載せる）／表（にあげる） of all the 出来事/事件s 伴う／関わるing that person. A start on how the IT person could 器具／実施する something like that is explained in the first tutorial based on this database. Others should follow.
Yes... the schema (design of （米）棚上げする／（英）提議するs and their forms) that follows is more コンビナート／複合体 than we need for our 即座の wants... at least those 明言する／公表するd so far. But it will serve us 井戸／弁護士席 as the basis of other database tutorials.

The 出来事/事件 ID will be composed as follows: For the first 出来事/事件 of January 13, 2009, the code is 20090113a. For the next 出来事/事件 on that day: 20090113b. And so on. It is a nice 静かな little island, and there won't be more than 26 出来事/事件s in a day, not even on the day of the 年次の big party. And the staff all know each other, so we won't get two "20090113d"s in a moment of 混乱. The computer won't 許す two, anyway.
For the description of 出来事/事件, we don't need to be clever. It will be things like "スピード違反", "攻撃する，衝突する tree", "不法に parked", "cars 衝突する／食い違うd".
Had you 心配するd the "伴う／関わるd" （米）棚上げする／（英）提議する?? That's the ４半期/4分の1 I bet you had not 心配するd. Let me tell you what goes in the 伴う／関わるd （米）棚上げする／（英）提議する... and explain to you that you shouldn't- in a database- try to do a very human thing that many, many people try to do when they are learning about setting up databases.
People would like to be able to have a field in the 出来事/事件s （米）棚上げする／（英）提議する called "伴う／関わるd". And in that, if they had their way, they would 蓄える／店 the IDs (plural, in some 事例／患者s) of the cars 伴う／関わるd in any given 出来事/事件. You "can't" do that with sensible databases. Each field can 持つ／拘留する one thing. Okay then, novices say, we'll have, say, 3 fields for "Car1", "Car2", and "Car3", and in these we will put the IDs of the cars 伴う／関わるd. Bad idea. There will be some 選び出す／独身 乗り物 出来事/事件s... and the empty Car2 and Car3 fields will come 支援する to haunt you. There will be 出来事/事件s 伴う／関わるing more than three cars, and then you are really in trouble. And in any 事例／患者, which car goes in which field? No, that's not the answer. The answer is a separate （米）棚上げする／（英）提議する I'm going to call "伴う／関わるd".
The "伴う／関わるd" （米）棚上げする／（英）提議する will have the に引き続いて fields.
Now... at first this will seem to "waste" a lot of space, be a cumbersome "answer"... but believe me: It is The Way To Go. In a 類似の database problem, that of managing orders for, say, an online 金物類／武器類 蓄える／店, it may surprise you to learn that an invoice for an order for three items will 伴う／関わる three 記録，記録的な／記録するs in an "ItemsOrdered" （米）棚上げする／（英）提議する... each will consist of the invoice number and a code for one of the items in the order, e.g.....
INVOICE ITEM 0100 大打撃を与える 0100 saw 0100 screwdriver 0101 ... (next order)... etc
Seems weird maybe, but that's the way it is done.
The "InvolvedID" field 持つ／拘留するs a "meaningless" number. I prefer to use 重要なs which 現実に "mean" something, intrinsically... but I couldn't find a sensible 機械装置 here. (I thought of one or two not- sensible 機械装置s, by the way. Be glad I controlled my enthusiasm.)
The 罰金 field is for how much the driver was 罰金d... it can be 0, if the driver wasn't 責任がある the 出来事/事件. In our nice agreeable island, the 通貨 doesn't trouble us with "pennies", all 量s are whole number 量s.

... so good. Now we need to put the さまざまな 関係s in place. Speaking of which, be careful to keep （疑いを）晴らす in your mind WHICH, say, PersID field we're talking about. Both the People （米）棚上げする／（英）提議する and the 伴う／関わるd （米）棚上げする／（英）提議するs have PersID fields, for instance. Happily, we can just 令状 People.PersID and 伴う／関わるd.PersID to make （疑いを）晴らす which we're talking about.
関係s....始める，決める the に引き続いて. (Doing that is explained in my introduction to 関係s tutorial.) They are all "1 to many" 関係s, and I've put the "1" on the left.
Apart from having other 利益s, those 抑制s 妨げる us, for instance, from creating a 記録，記録的な／記録する in the Car （米）棚上げする／（英）提議する with the owner coded with a PerID which doesn't 存在する.
Whew!! At last. NOW we can "play" with those （米）棚上げする／（英）提議するs. You can, by the way, download this database instead of creating it by 手渡す.
