Oxley was born in England. After entering the 王室の 海軍 as a midshipman he travelled to Australia in 1802 on the "Buffalo."

After years of trying to get an 公式の／役人 position, he was 任命するd Surveyor-General of the 植民地 in 1812 and in 1817 長，率いるd an 探検隊／遠征隊 which 調査するd the Lachlan, Macquarie, Castlereagh, Peel and Hastings Rivers.
