It was 明言する／公表するd at the 開始／学位授与式 of the last 開会／開廷／会期 that a 広大な／多数の／重要な 成果／努力 was then making in Spain and Portugal to 改善する the 条件 of the people of those countries, and that it appeared to be 行為／行うd with 驚くべき／特命の／臨時の moderation. It need scarcely be 発言／述べるd that the results have been so far very different from what was then 心配するd. Of events in that ４半期/4分の1 of the globe, with which we have so much intercourse and from which we derive our origin, we have always been anxious and 利益／興味d 観客s. The 国民s of the 部隊d 明言する／公表するs 心にいだく 感情s the most friendly in 好意 of the liberty and happiness of their fellow-men on that 味方する of the 大西洋. In the wars of the European 力／強力にするs in 事柄s relating to themselves we have never taken any part, nor does it comport with our 政策 to do so. It is only when our 権利s are 侵略するd or 本気で menaced that we resent 傷害s or make 準備 for our 弁護. With the movements in this 半球 we are of necessity more すぐに connected, and by 原因（となる）s which must be obvious to all enlightened and impartial 観察者／傍聴者s. The political system of the 連合した 力／強力にするs is essentially different in this 尊敬（する）・点 from that of America. This difference proceeds from that which 存在するs in their 各々の 政府s; and to the 弁護 of our own, which has been 達成するd by the loss of so much 血 and treasure, and 円熟したd by the 知恵 of their most enlightened 国民s, and under which we have enjoyed unexampled felicity, this whole nation is 充てるd. We 借りがある it, therefore, to candor and to the 友好的な relations 存在するing between the 部隊d 明言する／公表するs and those 力／強力にするs to 宣言する that we should consider any 試みる／企てる on their part to 延長する their system to any 部分 of this 半球 as dangerous to our peace and safety. With the 存在するing 植民地s or dependencies of any European 力／強力にする we have not 干渉するd and shall not 干渉する. But with the 政府s who have 宣言するd their independence and 持続する it, and whose independence we have, on 広大な／多数の／重要な 反対／詐欺s ideration and on just 原則s, 定評のある, we could not 見解（をとる） any interposition for the 目的 of 抑圧するing them, or controlling in any other manner their 運命, by any European 力／強力にする in any other light than as the manifestation of an unfriendly disposition toward the 部隊d 明言する／公表するs. In the war between those new 政府s and Spain we 宣言するd our 中立 at the time of their 承認, and to this we have 固執するd, and shall continue to 固執する, 供給するd no change shall occur which, in the 裁判／判断 of the competent 当局 of this 政府, shall make a corresponding change on the part of the 部隊d 明言する／公表するs 不可欠の to their 安全.

The late events in Spain and Portugal shew that Europe is still unsettled. Of this important fact no stronger proof can be adduced than that the 連合した 力／強力にするs should have thought it proper, on any 原則 満足な to themselves, to have interposed by 軍隊 in the 内部の 関心s of Spain. To what extent such interposition may be carried, on the same 原則, is a question in which all 独立した・無所属 力／強力にするs whose 政府s 異なる from theirs are 利益／興味d, even those most remote, and surely 非，不，無 of them more so than the 部隊d 明言する／公表するs. Our 政策 in regard to Europe, which was 可決する・採択するd at an 早期に 行う／開催する／段階 of the wars which have so long agitated that ４半期/4分の1 of the globe, にもかかわらず remains the same, which is, not to 干渉する in the 内部の 関心s of any of its 力／強力にするs; to consider the 政府 de facto as the 合法的 政府 for us; to cultivate friendly relations with it, and to 保存する those relations by a frank, 会社／堅い, and manly 政策, 会合 in all instances the just （人命などを）奪う，主張するs of every 力／強力にする, submitting to 傷害s from 非，不，無. But in regard to those continents circumstances are eminently and conspicuously different. It is impossible that the 連合した 力／強力にするs should 延長する their political system to any 部分 of either continent without 危うくするing our peace and happiness; nor can anyone believe that our southern brethren, if left to themselves, would 可決する・採択する it of their own （許可，名誉などを）与える. It is 平等に impossible, therefore, that we should behold such interposition in any form with 無関心／冷淡. If we look to the comparative strength and 資源s of Spain and those new 政府s, and their distance from each other, it must be obvious that she can never subdue them. It is still the true 政策 of the 部隊d 明言する／公表するs to leave the parties to themselves, in hope that other 力／強力にするs will 追求する the same course. . . .
