23. INVESTIGATION AND STUDY

Everyone engaged in practical work must 調査/捜査する 条件s at the lower levels. Such 調査 is 特に necessary for those who know theory but do not know the actual 条件s, for さもなければ they will not be able to link theory with practice. Although my 主張, "No 調査 no 権利 to speak", has been ridiculed as "狭くする empiricism", to this day I do not 悔いる having made it; far from regretting it, I still 主張する that without 調査 there cannot かもしれない be any 権利 to speak. There are many people who "the moment they alight from the 公式の/役人 carriage" make a hullabaloo, spout opinions, 非難する this and 非難する that; but, in fact, ten out of ten of them will 会合,会う with 失敗. For such 見解(をとる)s or 批評s, which are not based on 徹底的な 調査, are nothing but ignorant twaddle. Countless times our Party 苦しむd at the 手渡すs of these "皇室の (外交)使節/代表s", who 急ぐd here, there and everywhere. Stalin rightly says that "theory becomes purposeless if it is not connected with 革命の practice". And he rightly 追加するs that "practice gropes in the dark if its path is not illumined by 革命の theory". Nobody should be labelled a "狭くする empiricist" except the "practical man" who gropes in the dark and 欠如(する)s 視野 and foresight.

To take such an 態度 is to 捜し出す truth from facts. "Facts" are all the things that 存在する objectively, "truth" means their 内部の relations, that is, the 法律s 治める/統治するing them, and "to 捜し出す" means to 熟考する/考慮する. We should proceed from the actual 条件s inside and outside the country, the 州, 郡 or 地区, and derive from them, as our guide to 活動/戦闘, 法律s which are inherent in them and not imaginary, that is, we should find the 内部の relations of the events occurring around us. And ーするために do that we must rely not on subjective imagination, not on momentary enthusiasm, not on lifeless 調書をとる/予約するs, but on facts that 存在する objectively; we must appropriate the 構成要素 in 詳細(に述べる) and, guided by the general 原則s of Marxism-Leninism, draw 訂正する 結論s from it.

To behave like "a blindfolded man catching sparrows", or "a blind man groping for fish", to be 天然のまま and careless, to indulge in verbiage, to 残り/休憩(する) content with a smattering of knowledge - such is the 極端に bad style of work that still 存在するs の中で many comrades in our Party, a style utterly …に反対するd to the 根底となる spirit of Marxism-Leninism. Marx, Engels, Lenin and Stalin have taught us that it is necessary to 熟考する/考慮する 条件s conscientiously and to proceed from 客観的な reality and not from subjective wishes; but many of our comrades 行為/法令/行動する in direct 違反 of this truth.

You can't solve a problem? 井戸/弁護士席, get 負かす/撃墜する and 調査/捜査する the 現在の facts and its past history! When you have 調査/捜査するd the problem 完全に, you will know how to solve it. 結論s invariably come after 調査, and not before. Only a blockhead cudgels his brains on his own, or together with a group, to "find a 解答" or "発展させる an idea" without making any 調査. It must be 強調する/ストレスd that this cannot かもしれない lead to any 効果的な 解答 or any good idea.

A fact-finding 会合 need not be large; from three to five or seven or eight people are enough. Ample time must be 許すd and an 輪郭(を描く) for the 調査 must be 用意が出来ている; その上に, one must 本人自身で ask questions, take 公式文書,認めるs and have discussions with those at the 会合. Therefore one certainly cannot make an 調査, or do it 井戸/弁護士席, without zeal, a 決意 to direct one's 注目する,もくろむs downward and a かわき for knowledge, and without shedding the ugly mantle of pretentiousness and becoming a willing pupil.

He 適用するs all possible and necessary methods of 偵察, and ponders on the (警察などへの)密告,告訴(状) gathered about the enemy's 状況/情勢, discarding the dross and selecting the 必須の, 除去するing the 誤った and 保持するing the true, 訴訟/進行 from the one to the other and from the outside to the inside; then, he takes the 条件s on his own 味方する into account, and makes a 熟考する/考慮する of both 味方するs and their interrelations, その為に forming his 裁判/判断s, making up his mind and working out his 計画(する)s. Such is the 完全にする 過程 of knowing a 状況/情勢 which a 軍の man goes through before he 明確に表すs a 戦略の 計画(する), a (選挙などの)運動をする 計画(する) or a 戦う/戦い 計画(する).
