Every comrade must be helped to understand that as long as we rely on the people, believe 堅固に in the inexhaustible creative 力／強力にする of the 集まりs and hence 信用 and identify ourselves with them, we can surmount any difficulty, and no enemy can 鎮圧する us while we can 鎮圧する any enemy.

Wherever our comrades go, they must build good relations with the 集まりs, be 関心d for them and help them 打ち勝つ their difficulties. We must 部隊 with the 集まりs, the more of the 集まりs we 部隊 with, the better.

The army in the 解放するd Areas must support the 政府 and 心にいだく the people, while the democratic 政府s must lead the people in the work of supporting the army and giving preferential 治療 to the families of 兵士s fighting Japan. In this way relations between the army and the people will become still better.

In the army the 仕事 of supporting the 政府 and 心にいだくing the people should be 扱うd through the 観念的な education of every 指揮官 and 闘士，戦闘機, so that they all 完全に understand its importance. As long as the army on its part does this 職業 井戸／弁護士席, the 地元の 政府 and the people will also 改善する their relations with the army.

In the course of these （選挙などの）運動をするs,^[1] the army on its 味方する and the Party and the 政府 on theirs should 完全に 診察する the shortcomings and mistakes of 1943, and should resolutely 訂正する them in 1944. 今後, such （選挙などの）運動をするs should be 開始する，打ち上げるd everywhere in the first month of every lunar year, and in the course of them the 誓約（する）s to "support the 政府 and 心にいだく the people" and "support the army and give preferential 治療 to the families of 兵士s fighting Japan" should be read out time and again, and there should be repeated self-批評 before the 集まりs of any high-手渡すd behaviour by the 軍隊／機動隊s in the base areas に向かって the Party or 政府 職員／兵員 or に向かって 非軍事のs, or of any 欠如（する） of 関心 for the 軍隊／機動隊s shown by the Party or 政府 職員／兵員 or the 非軍事のs (each 味方する 非難するing itself and not the other) in order that these shortcomings and mistakes may be 完全に 訂正するd.
