13. RELATIONS BETWEEN OFFICERS AND MEN

Our army has always had two 政策s. First, we must be ruthless to our enemies, we must overpower and 絶滅する them. Second, we must be 肉親,親類d to our own, to the people, to our comrades and to our superiors and subordinates, and 部隊 with them.

A movement to support the cadres and 心にいだく the 兵士s should be 開始する,打ち上げるd in every army 部隊, calling on the cadres to 心にいだく the 兵士s and the 兵士s to support the cadres. They should speak up about each other's shortcomings and mistakes and quickly 訂正する them. In this way they will be able to 達成する a very good 内部の まとまり.

Many people think that it is wrong methods that make for 緊張するd relations between officers and men and between the army and the people, but I always tell them that it is a question of basic 態度 (or basic 原則), of having 尊敬(する)・点 for the 兵士s and the people. It is from this 態度 that the さまざまな 政策s, methods and forms 続いて起こる. If we 出発/死 from this 態度, then the 政策s, methods and forms will certainly be wrong, and the relations between officers and men and between the army and the people are bound to be unsatisfactory. Our three major 原則s for the army's political work are, first, まとまり between officers and men; second, まとまり between the army and the people; and third, the disintegration of the enemy 軍隊s. To 適用する these 原則s 効果的に, we must start with this basic 態度 of 尊敬(する)・点 for the 兵士s and the people, and of 尊敬(する)・点 for the human dignity of 囚人s of war once they have laid 負かす/撃墜する their 武器. Those who take all this as a technical 事柄 and not one of basic 態度 are indeed wrong, and they should 訂正する their 見解(をとる).

共産主義者s must use the democratic method of 説得/派閥 and education when warking の中で the 労働ing people and must on no account 訴える手段/行楽地 to commandism or coercion. The Chinese 共産主義者 Party faithfully 固執するs to this Marxist-Leninist 原則.

Our comrades must understand that 観念的な remoulding 伴う/関わるs long-称する,呼ぶ/期間/用語, 患者 and painstaking work, and they must not 試みる/企てる to change people's ideology, which has been 形態/調整d over 10年間s of life, by giving a few lectures or by 持つ/拘留するing a few 会合s. 説得/派閥, not compulsion, is the only way to 納得させる them. Compulsion will never result in 納得させるing them. To try to 納得させる them by 軍隊 簡単に won't work. This 肉親,親類d of method is permissible in 取引,協定ing with the enemy, but 絶対 許すことの出来ない in 取引,協定ing with comrades or friends.

We must make a distinction between the enemy and ourselves, and we must not 可決する・採択する an antagonistic stand に向かって comrades and 扱う/治療する them as we would the enemy. In speaking up, one must have an ardent 願望(する) to 保護する the 原因(となる) of the people and raise their political consciousness, and there must be no ridiculing or attacking in one's approach.
