World Brain:
The Idea of a 永久の World Encyclopaedia

H.G. 井戸/弁護士席s

出資/貢献 to the new Encyclopédie Française, August, 1937

It is probable that the idea of an encyclopaedia may を受ける very かなりの 拡張 and elaboration in the 近づく 未来. Its 十分な 可能性s have still to be realized. The encyclopaedias of the past have 十分であるd for the needs of a cultivated 少数,小数派. They were written "for gentlemen by gentlemen" in a world wherein 全世界の/万国共通の education was unthought of, and where the 会・原則s of modern 僕主主義 with 全世界の/万国共通の 選挙権/賛成, so necessary in many 尊敬(する)・点s, so difficult and dangerous in their working, had still to appear. Throughout the nineteenth century encyclopaedias followed the eighteenth-century 規模 and pattern, in spite both of a gigantic 増加する in 記録,記録的な/記録するd knowledge and of a still more gigantic growth in the numbers of human 存在s 要求するing 正確な and easily accessible (警察などへの)密告,告訴(状). At first this disproportion was scarcely 公式文書,認めるd, and its consequences not at all. But many people now are coming to 認める that our 同時代の encyclopaedias are still in the coach-and-horses 段階 of 開発, rather than in the 段階 of the automobile and the aeroplane. Encyclopaedic 企業 has not kept pace with 構成要素 進歩. These 観察者/傍聴者s realize that modern 施設s of 輸送(する), 無線で通信する, photographic reproduction and so 前へ/外へ are (判決などを)下すing practicable a much more fully succinct and accessible 議会 of fact and ideas than was ever possible before.
同時に with these 現実化s there is a growing discontent with the part played by the universities, schools and libraries in the 知識人 life of mankind. Universities multiply, schools of every grade and type 増加する, but they do not 大きくする their 範囲 to anything like the 緊急の 需要・要求するs of this troubled and dangerous age. They do not 成し遂げる the 仕事 nor 演習 the 当局 that might reasonably be せいにするd to the thought and knowledge organization of the world. It is not, as it should be, a 事例/患者 of larger and more powerful universities co-operating more and more intimately, but of many more universities of the old type, mostly ill-endowed and uncertainly endowed, keeping at the old 教育の level.
Both the 組み立てる/集結するing and the 配当 of knowledge in the world at 現在の are 極端に 効果のない/無能な, and thinkers of the 今後-looking type whose ideas we are now considering, are beginning to realize that the most 希望に満ちた line for the 開発 of our racial 知能 lies rather in the direction of creating a new world 組織/臓器 for the collection, 索引ing, 要約するing and 解放(する) of knowledge, than in any その上の tinkering with the 高度に 保守的な and 抵抗力のある university system, 地元の, 国家の and 伝統的な in texture, which already 存在するs. These innovators, who may be dreamers today, but who hope to become very active 組織者s tomorrow, 事業/計画(する) a 統一するd, if not a centralized, world 組織/臓器 to "pull the mind of the world together", which will be not so much a 競争相手 to the universities, as a 補足の and co-ordinating 新規加入 to their 教育の activities - on a planetary 規模.
The phrase "永久の World Encyclopaedia" 伝えるs the gist of these ideas. As the 核心 of such an 会・原則 would be a world 合成 of bibliography and documentation with the 索引d 古記録s of the world. A 広大な/多数の/重要な number of 労働者s would be engaged perpetually in perfecting this 索引 of human knowledge and keeping it up to date. 同時に, the 資源s of micro-photography, as yet only in their 幼少/幼藍期, will be creating a concentrated visual 記録,記録的な/記録する.
Few people as yet, outside the world of 専門家 librarians and museum curators and so 前へ/外へ, know how manageable 井戸/弁護士席-ordered facts can be made, however multitudinous, and how 速く and 完全に even the rarest 見通しs and the most recondite 事柄s can be 解任するd, once they have been put in place in a 井戸/弁護士席-ordered 計画/陰謀 of 言及/関連 and reproduction. The American microfilm 専門家s, even now, are making facsimiles of the rarest 調書をとる/予約するs, manuscripts, pictures and 見本/標本s, which can then be made easily accessible upon the library srceen. By means of the microfilm, the rarest and most intricate 文書s and articles can be 熟考する/考慮するd now at first 手渡す, 同時に in a 得点する/非難する/20 of 発射/推定 rooms. There is no practical 障害 whatever now to the 創造 of an efficient 索引 to all  human knowledge, ideas and 業績/成就s, to the 創造, that is, of a 完全にする planetary memory for all mankind. And not 簡単に an 索引; the direct reproduction of the thing itself can be 召喚するd to any 適切に 用意が出来ている 位置/汚点/見つけ出す. A microfilm, coloured where necessary, 占領するing an インチ or so of space and 重さを計るing little more than a letter, can be duplicated from the 記録,記録的な/記録するs and sent anywhere, and thrown 大きくするd upon the 審査する so that the student may 熟考する/考慮する it in every 詳細(に述べる).
This in itself is a fact of tremendous significance. It foreshadows a real 知識人 統一 of our race. The whole human memory can be, and probably in a short time will be, made accessible to every individual. And what is also of very 広大な/多数の/重要な importance in this uncertain world where 破壊 becomes continually more たびたび(訪れる) and 予測できない, is this, that photography affords now every 施設 for multiplying duplicates of this - which we may call? - this new all-human cerebrum. It need not be concentrated in any one 選び出す/独身 place. It need not be 攻撃を受けやすい as a human 長,率いる or a human heart is 攻撃を受けやすい. It can be 再生するd 正確に/まさに and fully, in Peru, 中国, アイスランド, Central Africa, or wherever else seems to afford an 保険 against danger and interruption. It can have at once, the 集中 of a craniate animal and the diffused vitality of an amoeba.
This is no remote dream, no fantasy. It is a plain 声明 of a 同時代の 明言する/公表する of 事件/事情/状勢s. It is on the level of practicable fact. It is a 事柄 of such manifest importance and desirability for science, for the practical needs of mankind, for general education and the like, that it is difficult not to believe that in やめる the 近づく 未来, this 永久の World Encyclopaedia, so compact in its 構成要素 form and so gigantic in its 範囲 and possible 影響(力), will not come into 存在.
Its uses will be 多重の and many of them will be 公正に/かなり obvious. Special sections of it, historical, technical, 科学の, artistic, e.g. will easily be 再生するd for 明確な/細部 professional use. Based upon it, a 一連の 要約s of greater or いっそう少なく fullness and 簡単, for the homes and 熟考する/考慮するs of ordinary people, for the college and the school, can be continually 問題/発行するd and 改訂するd. In the 手渡すs of competent editors, 教育の directors and teachers, these condensations and abstracts 会社にする/組み込むd in the world 教育の system, will 供給(する) the humanity of the days before us, with a ありふれた understanding and the conception of a ありふれた 目的 and of a commonweal such as now we hardly dare dream of. And its 創造 is a way to world peace that can be followed without any very 墓/厳粛/彫る/重大な 危険 of 衝突/不一致 with the warring political 軍隊s and the vested institutional 利益/興味s of today. 静かに and sanely this new encyclopaedia will, not so much 打ち勝つ these archaic discords, as 奪う them, 刻々と but imperceptibly, of their 現在の reality. A ありふれた ideology based on this 永久の World Encyclopaedia is a possible means, to some it seems the only means, of 解散させるing human 衝突 into まとまり.
This concisely is the sober, practical but essentially colossal 客観的な of those who are 捜し出すing to synthesize human mentality today, through this natural and reasonable 開発 of encyclopaedism into a 永久の World Encyclopaedia.
